The year 2004 may well go into history of Ukraine as the year of the real birth of civil society in a country that started to build its own independence and democratic foundations of its life only 13 years ago. The great impetus to unprecedented rise of civil and political activity was given by the actions related to the presidential election campaign. It was brutal neglect of the citizens’ right to freely form the government, evidenced by the rigging of the results of the second round of elections on November 21, 2004, that became the apogee of the usual practice of the former political regime to run the state without taking into account the interests and expectations of citizens. The citizens viewed presidential elections as a legitimate means of not only the change of ruling elites, but the change of the characteristics of government activities, setting priorities, goals and implementation of public policy in the interests of all strata of Ukrainian society. Therefore, presidential election campaign became the focus of attention of the whole society and numerous non-government organizations.

International Renaissance Foundation paid primary attention to the support of various civic initiatives, aimed at conducting free and fair elections. In particular, within the framework of the Civil Society Impact Enhancement Program there were supported the projects aimed at: ensuring independent analysis of presidential candidates programs, introduction of the system of unbiased and balanced informing of citizens on the development of election campaign, monitoring of voters lists and electoral legislation violations, functioning of the system of interactive study of electoral legislation provisions, independent determination of preliminary elections results based on the exit-poll method. Apart from this, support was provided to the projects that ensured independent monitoring of the notorious mayoral elections in the city of Mukachevo (Transcarpathian oblast), parliamentary by-elections in the Odesa oblast, etc.

One of the Program’s priorities was the monitoring of government’s responsiveness to the interests of various social groups, especially ethnic minorities. Thus, IRF supported the analysis of the enforcement of legislation on the rights of native population of the Crimea and Roma population in the Transcarpathia. IRF paid great attention to the introduction of effective mechanisms of interaction of local self-government bodies and central government agencies. At the end of 2004 the Foundation supported the initiation of a difficult dialogue between the leaders of local self-government and managers of the state law enforcement agencies regarding the normal cooperation, especially during the organization and conducting of elections.

The primary task of civil society is to influence the state decision making on solving burning problems of everyday life of modern society. In 2004 International Renaissance Foundation continued the support for cooperation of NGOs and government agencies regarding involving wide public in evaluation of the impact of government regulations, independent expertise of legislation on legal policy, local self-government, operation of civil society institutions and European integration. Separate mention should be made of the formation of Civil and Political Consultative Council by the Head of Verkhovna Rada of Ukaine that enabled leaders of civil society institutions to voice their opinions on urgent issues of social and political life to the speaker of Parliament.

Efficient system of interaction between NGOs and government requires the capacity of civil society institutions to develop concrete proposals regarding the goals and implementation of public policy. IRF supported the projects aimed at optimization of education policy and the issues of legislative regulation of labor emigration.

IRF has traditionally paid significant attention to strengthening organizational capacity of NGOs. The Foundation supported the active operation of the Secretariat of the “New Choice-2004” Coalition of NGOs, and the study tours of Ukrainian NGO representatives to their foreign colleagues as well as supported the activities of the Center of Modern Art.

Open Elections in Ukraine Action Area

The principal event of social and political life of Ukraine in 2004, the election of the new President of Ukraine, could not be ignored by the Ukrainian civil society institutions. Therefore, one of the primary priorities of the activities of the International Renaissance Foundation in 2004 was the support for civic initiatives and implementation of the own operational projects aimed at ensuring free and fair electoral process in Ukraine. With this purpose the Foundation funded the projects dealing with the following: support for monitoring coalitions of NGOs; monitoring of highlighting of election campaign in mass media; support for exit-polls; support for civic initiatives aimed at protection of voters rights; information and educational campaign; mobilization of voters; consolidation of civil society; support for activities of Civic Councils by the Verkhovna Rada of Ukraine.

International Renaissance Foundation creates favorable environment for efficient communication among active representatives of the non-government sector that envisions sharing of experience in implementation of successful projects, consolidation of cooperation and partnership among NGOs. In 2001 the network of IRF regional information partners was set up that incorporated non-government organizations from all the oblasts of Ukraine. As a result, in 2001-2004 the number of project proposals from regional NGOs significantly increased. In 2004 IRF continued to practice this efficient type of cooperation with NGOs in all the oblasts of Ukraine and in the Autonomous Republic of the Crimea.

East-East Program

The principal objective of the Program is to develop long-term cooperation among representatives of international community in solving a wide spectrum of social and economic problems. The Program primarily concentrates on enchancement of the empowerment of civil society, solution of the problems of the most vulnerable sectors of population, reduction of negative impact of economic and political changes on social sphere, as well as on the creation of conditions for acceptance of multiculturalism and societal diversity.

The Program supports the initiatives that stimulate social innovations, provoke public debate, strengthen the impact of public on legislative and decision making processes, inspire public expertise and unprejudiced process analysis. The Program encourages the introduction of democratic values and European norms and standards into Ukrainian society.

In 2004 the projects were primarily aimed at strengthening the role of civic monitoring in various areas and inspiring of public activities of youth, especially in the regions. The projects, supported by the Program, related to such issues as observance of human rights, development of regions and regional partnership, strengthening the role of regional NGOs, development of education according to new standards, solving environmental problems, etc. The need to raise awareness of regional problems as well as the inadequate activity of local non-government organizations pressed for orientation of Program activities onto the support for regional initiatives.

The biggest portion of implemented projects in 2004 was constituted by the Ukrainian-Polish initiatives (56%) as well as the projects in cooperation with European neighbors of Ukraine – Hungary, Slovakia, Czech Republic and Romania. A series of projects was also implemented jointly with Moldovan partners.

Co-funding of project of the year 2004 by other donors amounted to almost 27%. Additional funds were provided by the PAUCI, World Bank, UNDP, Canadian Embassy in Ukraine, the Agency for International Development, American Lawyers Association, MATRA, McArthur Foundation as well as by the Ministry of education and science of Ukraine and Kyiv Municipal Center for Social Service.

Activities Supported by the Program in Ukraine

In 2004 the Program supported a series of initiatives that encouraged the development of social partnership between the government and the public, energization of youth, entrepreneurship development in the regions, international partnership of journalists, etc. Several projects gave impetus to signing cooperation agreements between communities and certain Ukrainian organizations on the one hand and organizations in other partner-countries on the other hand. During the implementation of initiatives aimed at entrepreneurship development a series of workshops and round tables was conducted in the regional towns of the Ivano-Frankivsk, Lviv oblasts and the Autonomous Republic of the Crimea and regional councils of young entrepreneurs were set up in the Ivano-Frankivsk oblast. Youth international projects that were implemented in particular in the Lviv and Berdiansk regions created an environment for implementation of small local projects and actions, engagement of new youth leaders, work with local youth and vulnerable groups of population.

The Program could not ignore the electoral themes and funded the projects that encouraged transparent and unbiased highlighting of the development of electoral process and ensured publicity of financing of election campaigns. During one of such projects the International Supervisory Board was institutionalized that aims at ensuring impartiality of public monitoring and increase the trust in the results of the monitoring of financing election campaigns in various countries.

Separate mention should be made of such large-scale international initiatives as, for instance, “Monitoring of Introduction of Visa Regime between Ukraine and the Republic of Poland”. The consulates of the Republic of Poland in Ukraine took into account the recommendations of project experts that substantially streamlined the issuance of visas to Ukrainian citizens. Another project, “Introduction of the “European Studies” Course to Secondary Schools”, was implemented in almost all the regions of Ukraine, thus encouraging the familiarization of school students with “European issue” from the young age and formation in them of the awareness of the European identity of the Ukrainian nation.

Supporting Ukrainian Citizens’ Participation in Central and East-European Activities

In 2004 375 Ukrainian citizens, being supported by the “East-East Program: Partnership Beyond Borders”, were able to participate in implementation of more than 60 joint international projects. 40% of those projects were implemented in Poland. A significant number of projects was devoted to the development of youth leadership and formation of active citizen’s positions of young people that is intended to encourage the upbringing of a new generation with modern style of thinking.

Several projects envisioned study tours to European partner-organizations that have successful experience, which could be adapted to Ukrainian realities. In particular, it concerns such organizations as the Czech Union of Cities and Communities of the Czech Republic (visit by mayors of small towns of Ukraine), Lithuanian Institute of Public Administration (probation of Ukrainian public servants of the middle level), Polish Center for Mediation (probation of mediators of the Ukrainian Center for Common Ground), Bratislava “House of Europe – Center of European Clubs” (study tour of Ukrainian Euro-clubs network coordinators), the Prague Police Training College (probation of the professors of the Kyiv Legal Institute of the Ministry of Internal Affairs of Ukraine), etc.

The development of partnership among representatives of international community, especially of the neighboring countries, opens the way for promotion abroad of the positive mood that now dominates in Ukrainian society and facilitates overcoming of prejudice and stereotypes toward Ukraine and Ukrainians that were prevalent in the world within the last decade.

Roma of Ukraine Program

The IRF Roma of Ukraine Program aims at enhancement of the level of education of Roma youth, development of methods of efficient public policy towards Roma population in Ukraine, ensuring of monitoring of implementation of a special state program of attending Roma ethnic, social, cultural and educational needs in Ukraine.

In 2004 the public hearings regarding the implementation of the “Program of the State Support for Social and Cultural Revival of Ukrainian Roma till the Year 2006” were conducted with the Program’s support. Parliamentary committee hearings are also scheduled for April 2005.

In 2004 in cooperation with the European Union the large-scale project “Protection of Ukraine’s Roma Rights and Ensuring Their Access to Justice” was supported. This project operates in 15 regions of Ukraine.

More than 30 NGOs from all the regions of Ukraine have been involved in Program activities. The Program also has partner contacts with International Organization of Migration, Embassy of the Kingdom of the Netherlands, Carpathian Foundation, European Roma Rights Center, Council of Europe, Office of Roma and Sinti Issues of OSCE.

The IRF European Program was set up in summer of 2004 with the purpose of strengthening the capacity of civil society of Ukraine to be an active participant of the process of European integration of Ukraine.

• raising the level of familiarization of representatives of civil society institutions in Ukraine with European neighborhood policy as well as the facilitation of information sharing on various civic initiatives related to European integration;
• initiation of the practice of conducting educational events on European integration in higher education institutions and resource centers for NGOs;
• developing recommendations for implementation and monitoring of the Ukraine-EU Action Plan;

The IRF “Rule of Law” Program activities were aimed at the improvement of the mechanisms of judicial and extra-judicial protection of human rights, encouragement of implementation of the court, legal and penitentiary reform, strengthening the activity and effectiveness of human rights NGOs and support for the development of the network of “Legal clinics” in the country.

The Program actively collaborates with the Parliamentary Committee for Legal Policy, Supreme Court of Ukraine, the Council of Judges of Ukraine, the State Court Administration of Ukraine, the Parliamentary Ombudsman on Human Rights, State Penitentiary Department, other government agencies, Council of Europe’s Directorate on Human Rights and Legal Directorate.

The “Rule of Law” Program assists in consolidation and implementation of joint activities of human rights protecting organizations, conducting monitoring and public hearings on the observance of human rights, fighting with corruption in various areas of societal life by means of enhancement of transparency of decision making and ensuring the access of the public to socially important information.

Principal activities conducted by the Program in this respect are:

1) Protection of voters rights.
During the election campaign of 2004 the network of human rights protecting NGOs implemented systemic monitoring of the observance of electoral rights, collected facts on violations of electoral legislation, challenged unlawful actions and decisions in courts, rendered legal assistance to voters. In cooperation with international human rights protection organizations (Amnesty International, International Helsinki Federation on Human Rights) a wide campaign was initiated against persecutions and unlawful detentions of civic activists, in particular, members of the “PORA” campaign. Dozens of detained activists of youth organizations, who participated in election campaign, were provided with lawyer’s services with the Program’s support. The facts, collected by the organizations, were produced to the Verkhovna Rada of Ukraine, Supreme Court of Ukraine and taken into account during the adoption of decision.

2) Reform of the legislation.
A series of public hearings were conducted and expert conclusions were collected on the draft laws on amending the Constitution of Ukraine with the Program’s support. Relevant materials were published and disseminated among Members of Parliament, legal scholars and other interested persons.
The Program facilitated the expert accompaniment of the drafting and implementation of the new Civil Proceedings Code, Administrative Proceedings Code, Criminal Proceedings Code. In particular, the additional international expertise of the draft of the Criminal Proceedings Code became possible due to advocacy campaign in the Verkhovna Rada of Ukraine. Ukrainian and international experts confirmed its substantial shortcomings and unacceptability from the viewpoint of the European democracy. Expert support was rendered to the development of the draft law “On Interception of Telecommunications” that limited the opportunities of law-enforcement authorities for arbitrary actions regarding obtaining information from the communication channels and strengthened the rights of a person to respect of his/her privacy.

3) Formation of the network of human rights protection organizations.
The first Forum of human rights protecting NGOs was held, wherat the “Ukrainian Helsinki Union on Human Rights” NGOs Association was established with the purpose of its subsequent accession to the International Helsinki Federation on Human Rights (Vienna).
The joint web-resource on human rights was launched at www.rupor.org, the Civic Council was set up under the Parliamentary Committee for Human Rights, Ethnic Minorities and Inter-Ethnic Relations.

4) Monitoring of human rights.
The Program supported several all-Ukrainian monitoring projects on human rights that related to the following rights: freedom from torture, freedom to rally peacefully, freedom of religion. The human rights protection organizations prepared for publication its first annual report on human rights in Ukraine in 2004. Within the framework of the monitoring projects legal assistance was rendered to persons whose rights were abused. Thus, several decisions of local councils that put up unconstitutional limitations on conducting peaceful rallies were successfully challenged in courts.

5) Protection of vulnerable social groups.
Among the priorities for the year 2004 were the following categories of persons, whose protection is being supported by the Program: draftees and soldiers, refugees and asylum seekers, HIV-infected and drug addicts. The Program supports the initiatives for protection of vulnerable groups of population, encourages the application of mechanisms of local self-government for solving human rights abuse problems at the local level.

Judicial Reform in Ukraine Support

The projects implemented with the Program’s support facilitate the formation of independent judicial power and implementation of civic initiatives proposed by the unions of judges as well as support of the practical application by Ukrainian judges of the international norms on human rights, bring Ukrainian judicial practice closer to European standards and encourage introduction of European principles of legal proceedings. The Program started its activities aimed at consolidation of NGOs efforts at analytical support for judicial reform in Ukraine: conduct of analytical research of the principal problems and obstacles in implementation of judicial and legal reform in Ukraine, creation of information resources and conducting of legal education events.

With the Program support the Concept of Judicial and Legal Reform and the draft law “On Judiciary” were developed as well as the work on the preparation of parliamentary hearings on judicial and legal reform and the conference on the issues of financial independence of judicial power was conducted and relevant draft law was developed.

The Program support a series of projects on introduction into Ukrainian legal proceedings of the provisions of European Convention on Human Rights. IRF regularly supports training seminars for judges and publishes the journal “Practice of the European Court on Human Rights. Decisions. Commentaries”.

Penitentiary Reform in Ukraine Support

Now in Ukraine the conditions are ripe for strengthening the process of democratization of penitentiary system, its orientation to humane treatment of convicts as well as ensuring their social preservation through wider involvement of civil society in the system’s reform and the solution of urgent problems of convicts resocialization. The “Rule of Law” Program effectively cooperates with the State Penitentiary Department of Ukraine. The Concept of Partnership between penitentiary institutions and more than 60 NGOs and other civil society institutions has been developed and approved.

The Program encouraged the establishment of the Civic Council under the State Penitentiary Department of Ukraine, Boards of Trustees in the Donetsk, Luhansk and Lviv oblasts. With the Program support the Concept of Social Partnership of NGOs, government agencies and state-run institutions that encourage the implementation of penitentiary reform. The Program has managed to involve several NGOs in social rehabilitation of convicts. One of the results of this activity is the opening in Kyiv of the Center for Social Rehabilitation of Persons Released from Prisons that is currently fully funded by the Kyiv State City Administration and Kyiv City Center for Youth Social Services. Due to the implementation of one of the projects the Program managed to successfully press for the setting up within the structure of the Ministry of Labor and Social Policy of Ukraine of a department that would be preoccupied with solving the problems of the persons released from prisons.

With the purpose of ensuring the rights of the detained persons, rendering legal assistance to them and rationalization of application of preventive custody by courts a series of interrelated projects has been initiated in Kharkiv, Kyiv and Chernihiv. The projects activities include:

• monitoring of court decisions on application of preventive measures and custody by courts;
• training of judges of the above-mentioned regions on new rules and instructions in order to develop in them the skills to apply preventive measures in compliance with international standards for the reduction of the practice of preventive custody;
• providing lawyers to detained persons and defense of their rights in courts;
• formation of public opinion that may influence the number of cases of the application of preventive custody.

The Program facilitated the launch of pilot projects on implementation of juvenile justice in Ukraine, reconciliation in criminal cases and introduction of the elements of probation service. In the Kyiv and Odesa oblasts and in the Autonomous Republic of the Crimea the Program launched experiments on introduction of the elements of probation and introduction of alternative types of punishments that were supported by the judges of local and appellate courts. IRF supports the setting up of the training base for probation officers in Chernihiv, based on the international standards and European experience.

Legal Clinics Support and Development

In the area of implementation of the component “Legal Clinics of Ukraine” in 2004 the Program focused its efforts on the development and improvement of operation of the network of “legal clinics” in Ukraine. The principal accent was laid on: development of the training and methodological base, improvement of the mechanisms of operation of “legal clinics” and their integration into the training process of law specialists. The great achievement was the establishment of the Foundation of Legal Assistance for Ukraine, a joint initiative of the financier and philanthropist George Soros and the member of Ukrainian Parliament and philanthropist Victor Pinchuk. The Foundation concentrates its efforts primarily on the support and development of “legal clinics”. Due to the consolidation of donor efforts 25 “legal clinics” projects were supported in 2004. IRF also supported the creation of the Association of Legal Clinics of Ukraine as well as the collection of training and practical materials on the specialized website for “legal clinics”.

The positive result of the development of the “Legal Clinics” component was the change in attitude and approaches to the reform of legal education on the part of the Ministry of Education and Science of Ukraine, Ministry of Justice of Ukraine and administrations of Ukrainian universities that start to become aware of the value of the network of “legal clinics” and to set up favorable environment for their support.

Mass Media

The objective of the IRF “Mass Media” Program is to support the application of the principles of freedom of speech and information as the foundations of democratization of the society, to encourage the formation of pluralistic media environment through the development of independent and professional mass media in Ukraine, as well as to ensure the balanced coverage of topical issues of societal life.

To achieve this objective in 2004 the Program supported the initiatives aimed at:

• Introduction of legislative safeguards for the right to freedom of speech and professional activities of mass media and journalists;
• Public monitoring of the freedom of speech and the right to information, protection of the rights of journalists and mass media;
• Support for the preparation and dissemination of information products with the purpose of enhancement of responsibility and accountability of government agencies;
• Creation and development of professional associations and improvement of the professional level of journalists, etc.

Special attention was given by the Program to the operation of mass media during the presidential election campaign. Program activities were aimed at the creation of conditions for voters to make informed choice as well as for mass media to properly fulfill their social function during this hard period of social life.

One of the Program priorities is the facilitation of the formation of transparent and democratic conditions for the operation of media sector. With this purpose in September 2002 the International “Renaissance” Foundation initiated the establishment of the Civic Council on Freedom of Speech and Information that actively operated within the year 2004. The Council incorporated leading Ukrainian NGOs in media area and eminent media experts and became the wide forum for public involvement in the political decision making process. The Civic Council and other civic initiatives with IRF support rendered expert and information support to the Parliamentary Committee for Freedom of Speech and Information.

In 2004 the Foundation continued to encourage implementation of comprehensive public monitoring of freedom of speech in Ukraine, observance of the rights of journalists and mass media. IRF supported the projects aimed at identification and highlighting of the facts of abuse of rights of mass media and journalists, pressure on them on the part of government agencies, etc. Certain campaigns that envisioned legal education of journalists, representation of their rights in courts and other bodies of state power as well as focusing of public attention on the facts of persecutions of mass media and journalists were initiated with Program’s financial support.

Preparation and Dissemination of Information Materials with the Purpose of Enhancement of Responsibility and Accountability of Government Agencies

In 2004 the Program launched the new activities “Preparation and Dissemination of Information Products with the Purpose of Enhancement of Responsibility and Accountability of Government Agencies” that are aimed at enhancement of responsibility and accountability of government agencies, implementation of mass media functions of control over the power, organization of social dialogue and debates, support for journalist investigations. The need for such an initiative has been corroborated by the wide regional acclaim. Within these activities organizations were supported in the Autonomous Republic of the Crimea, Vinnytsia, Donetsk, Drohobych, Zaporizhzhia, Ivano-Frankivsk, Kyiv, Lviv, Poltava, Sumy, Khmelnitsky oblasts. The International “Renaissance” Foundation efforts in the information area during the election campaign of 2004 were aimed at ensuring balanced and unbiased coverage of election campaign and, in particular, at providing information on presidential candidates and their programs. Within this activity the Program encouraged the creation and dissemination among citizens, especially in the regions, of a quality pre-election information product. For instance, the publication of a special inset page “Your Choice” was initiated that provided regular objective information on the elections and their participants. The Foundation also facilitated quick and objective informing of voters on the developments during the voting days at all three rounds of voting.

Information Society Development

In 2004 the Program assisted in establishing the open dialogue between representatives of government, NGOs and business with the purpose of enhancement of efficiency of information interaction among societal sectors as well as facilitated the spread of free access to information through introduction and application of new information and communication technologies.

Jointly with the World Bank Mission in Ukraine, Cabinet of Ministers of Ukraine and portal “Civic Space” the Program provided Internet-platform for public discussion within the framework of the project “Dialogue for Reforms” that was aimed at building institutional capacity of government agencies to involve public in the process of public policy decisions development and making. Within the framework of the Program the Internet conference “The Day of Unification of Efforts against HIV/AIDS” was organized jointly with UNDP Office in Ukraine and International Alliance on HIV/AIDS in Ukraine.

Information Society and Elections

The principal activities of the Information Program was the support for fair and free elections in Ukraine. The Program initiated the operation of the Open Independent United Information Center “Presidential Day-2004” jointly with Ukrainian Independent Information Agency (UNIAN), NGO Coalition “New Choice-2004”, media center “Candidate”, portal “Civic Space” and IREX/IATP. The Center operated using the modern interactive on-line multimedia technologies with all-day-long translation into Internet. The operation of the Information Center made it possible to get information on NGO monitoring activities, their briefings and exit-poll results to numerous mass media, Ukrainian and foreign community. The Center was the first in Ukraine to conduct Internet-video-conferences with the regions of Ukraine, telephone connections from polling stations abroad (Munich, New York, Moscow), as well as to organize the running news from NGOs in Ukrainian, Russian and English. The Center also rendered legal assistance to journalists. With the beginning of the so-called “Orange Revolution” the Center prepared hourly special “Hot Bulletin” in both published and electronic form, and also launched special photo exhibition “Ukrainian Choice-2004” and the exhibition of political caricatures on the stands in the Kyiv City Administration and in the Verkhovna Rada of Ukraine.

Jointly with UNIAN the Program also facilitated the broadcasting of television debates between presidential candidates in the Internet.

Regional Information Portals Based on Public Libraries

In 2004 the Program continued the implementation of the project “Creation of Regional Information Portals and Information Centers on the Basis on Public Libraries”, which is a joint activity of International “Renaissance” Foundation, Information Program of the Open Society Institute-Budapest, Ministry of Culture and Arts of Ukraine and a number of non-government and international organizations in Ukraine. Within the framework of the second stage of the project agreements with libraries were concluded on prolongation of funding of the working groups; the libraries were equipped with technical, computer and program software, portal design was developed and information centers premises were also equipped, etc. During the conduct of the “May school” and conference “Crimea-2004” the representatives of the project working groups discussed its implementation and prospects for further development of the project.

Information Program jointly with portal “Civic Space” were the partners of the Foundation for Social and Economic Initiatives (FSEI, Poland) in the implementation of the project “ Practical Aspects of Functioning of Financial Instruments of Support of Small and Medium Enterprises”.

In 2004 the Program continued the implementation of the operational project “Portal “Civic Space”. International Editors Board of Encyclopedia “Development of Local Communities through Application of Information and Communication Technologies” acknowledged the portal as one of the best and most successful among technological resources for NGOs. Competition "Translating into Ukrainian Foreign Titles in Social Sciences and Humanities"

The competition is held within the network program “Translation Project”, a joint initiative of the International “Renaissance” Foundation, Information Program of the Open Society Institute and “Next Page” Foundation (Sofia), that has been operating in Ukraine since 1998. As for March 2005 the Program supported the publication the translations of 319 books and 163 titles are being prepared for publication.

Competition takes place annually. Ukrainian publishers participate in it.

In 2004 Program experts supported 20 projects out of 139 proposals, based on the following criteria of evaluation: topicality of the selected book for the development of democratic and civil society in Ukraine, as well as for the development of Ukrainian academic and scholarly fields; meeting requirements as for co-funding the project; presence of a clear and realistic term of project implementation; experience in publishing translated literature; high professional level of the translator and editor; availability of information on the copy rights holder; publisher’s capacity to supply the publication with searching indices and required supplements on high academic level; belonging of a publication to a book series; availability of polemic appendices in the academic publications or questions as for the discussion in the publications on civil society development.

The Program plans the continuation of this competition for the year 2005.

Translation of German Literature into the Ukrainian Language

At the end of 2003 International Renaissance Foundation and Goethe Institute-Kyiv initiated the joint program of support for Ukrainian translation of German literature. Within the framework of the program it is planned to annually support the publication of from 20 to 30 books in the area of humanitarian and social sciences as well as classical and fiction literature.

In 2004 two translation competitions took place: the general competition “The Translation of German Literature into Ukrainian” and the specialized competition “Translation of German Literature on European Integration, Rule of Law and Social Economy into the Ukrainian Language”. Tenders for publication of certain book titles were also held. Program experts supported 25 projects out of 114 competition proposals.

Program intends to continue the competition in the year 2005.
