Rule of Law

The IRF “Rule of Law” Program activities were aimed at the improvement of the mechanisms of judicial and extra-judicial protection of human rights, encouragement of implementation of the court, legal and penitentiary reform, strengthening the activity and effectiveness of human rights NGOs and support for the development of the network of “Legal clinics” in the country.

The Program actively collaborates with the Parliamentary Committee for Legal Policy, Supreme Court of Ukraine, the Council of Judges of Ukraine, the State Court Administration of Ukraine, the Parliamentary Ombudsman on Human Rights, State Penitentiary Department, other government agencies, Council of Europe’s Directorate on Human Rights and Legal Directorate.

Mass Media

The objective of the IRF “Mass Media” Program is to support the application of the principles of freedom of speech and information as the foundations of democratization of the society, to encourage the formation of pluralistic media environment through the development of independent and professional mass media in Ukraine, as well as to ensure the balanced coverage of topical issues of societal life.

To achieve this objective in 2004 the Program supported the initiatives aimed at:

Special attention was given by the Program to the operation of mass media during the presidential election campaign. Program activities were aimed at the creation of conditions for voters to make informed choice as well as for mass media to properly fulfill their social function during this hard period of social life.

Information Society Development

In 2004 the Program assisted in establishing the open dialogue between representatives of government, NGOs and business with the purpose of enhancement of efficiency of information interaction among societal sectors as well as facilitated the spread of free access to information through introduction and application of new information and communication technologies.

Jointly with the World Bank Mission in Ukraine, Cabinet of Ministers of Ukraine and portal “Civic Space” the Program provided Internet-platform for public discussion within the framework of the project “Dialogue for Reforms” that was aimed at building institutional capacity of government agencies to involve public in the process of public policy decisions development and making. Within the framework of the Program the Internet conference “The Day of Unification of Efforts against HIV/AIDS” was organized jointly with UNDP Office in Ukraine and International Alliance on HIV/AIDS in Ukraine.

Education programs operate three interrelated activities: educational policy, support for educational NGOs, integration of Ukrainian education system into European and world systems. The priority of the activities of Education programs is facilitation of interaction among educational institutions, government agencies and NGOs. Due to the IRF Education programs educational policy in Ukraine became the focus of active discussion by the wide public.

Public Health Initiatives

The Program was initiated in 2000. During the program activities the effective network of NGOs that work on prevention of HIV/AIDS among the most vulnerable groups of populations was set up, as well as the Public Health School at the National University of “Kyiv-Mohyla Academy” was established. The Program supports the increase of the level of health in society through the development of normative and professional foundations of the health protection area, support for civic initiatives aimed at the protection of citizens’ rights and representation of the interests of the least protected strata of population.

The Program collaborates with non-government organizations, government agencies and leading specialists in the area of public health.
