Civil Society Development Programs

Elections to the Parliament were the central event of the year 2002. This event was of a special importance for non-profit NGOs of the country. We may assert that 2002 was the first year when the civil society of Ukraine for the first time loudly declared about its existence, by implementing a number of initiatives intended to create conditions for greater transparency and democracy of elections.

It is exemplary that the International Renaissance Foundation also promoted the implementation by NGOs of effective joint actions. For example, the Foundation supported the all-Ukrainian independent monitoring of elections, as well as the manufacturing and placement on the nationwide television channels of social advertisements, which warned against violations of electoral legislation and encouraged citizens to fearlessly make their informed choices. Together with other donors, the IRF conducted an independent exit poll on the day of election. Also, the IRF promptly responded to the urgent need of society – it supported the conduct of pre-electoral debate on central television channels. Although, this competition took place only on fourth attempt, it promoted openness and democracy providing electors with an access to balanced information about participants of the electoral race.

The IRF supported the organization and holding of the first in Ukraine NGO’s forum "Society Facing the Choice." The forum was attended by representatives from 280 most active regional NGOs involved in monitoring the electoral process. The participants also included Ukrainian politicians, well-known foreign experts, in particular, the former Secretary of State, Ms. Madeline Allbright, group of American Senators, national and foreign mass media. One of the Forum results was the establishment of the Civil Advisory Board of the VR Committee on Freedom of Speech and Information. It includes representatives from 30 NGOs and independent experts working in the field of mass media. It was them who raised the issue of civil counteraction to the shadow censorship in the mass media of Ukraine, organized civil and parliamentary hearings dedicated to this topic, and founded the first independent trade union of Ukrainian journalists.

The penitentiary reform achieved its first material results. The Foundation promoted the development, bringing into compliance with international human rights instruments and standards of treatment of prisoners, formulation of an expert opinion and public discussion of the draft code of criminal execution of Ukraine titled "State Program for Supporting Further Reform of the Criminal Execution System till 2004." The Foundation’s initiatives had serious social repercussions regarding the introduction of alternative punishments, creation of a probation service executing civil types of punishments and of a patronage service that would take care of a social adaptation of persons released after serving their sentences at prisons. The Foundation promoted the meeting among representatives of human rights organizations of Ukraine. The meeting formulated its support of the initiative regarding a joint activity of human rights organizations. The development of mechanisms for cooperation between human rights organizations with the Verkhovna Rada of Ukraine and its profile committee has been initiated.

In late 2002, the Parliament approved the resolution regarding recommendations of parliamentary hearings "Ukrainian Culture: Situation and Development Prospects." Their creation was directly initiated by the IRF within the Reform of Legislation to Ensure Legal Support for Cultural Development of Ukraine Project. Due to the program, independent experts, for the first time, prepared the analytical report "Key Problems and Prospects of Cultural Development of Ukraine."

The IRF played an important role as one of the coordinators of donor organizations during the elections. Let us mention only principal joint efforts. Based on the IRF’s informational resources, the Market Place for Donors was created that helps to maintain constant online cooperation among donors. IRF has strengthened its partnership cooperation with UNDP, Eurasia Foundation, Charles St. Motte Foundation and other donors. Work has been supported of national round tables "ICT for the Development of Ukraine" within the Innovation Trampoline program implemented jointly with UNDP and the State Committee on Communication and Information of Ukraine. The Civil Internet-Portal Project [http://www.civicua.org] began its activities providing relevant IT-services to the third sector to ensure the exchange of information and work in the Internet. The implementation of the IRF’s initiative has started within the information program and was joined by the Ministry of Culture and Arts of Ukraine, Regional State Administrations, World Bank in Ukraine, National Parliamentary Library of Ukraine, IREX, Goethe Institut Inter Nationes in Kyiv, British Council in Ukraine and Microsoft Corporation – it is the "Creation of Regional Information Portals and Information Centers Based on Public Libraries of Ukraine" program implemented in 24 regions of Ukraine and the Autonomous Republic of Crimea.

The last-year activities of the IRF strengthened its reputation in the country and among civil society organizations. The IRF’s program strategy for 2003 in particular relies on using the social capital accumulated over the previous years and activated in the decisive year 2002, in order to strengthen the impact of NGOs on the formation of an open and democratic society.

Information Programs

The key objective of the IRF Information Programs is to provide support for policy shaping, dissemination of knowledge and communication resources, to provide public access to information in order to strengthen the civil society through application of information and communication technology (ICT) as a medium for development of Ukraine.

The Information Programs launched and supported public initiatives on development of favourable legislative environment and efficient institutional structure for information exchange and enhancement of the World Wide Web resources (of the Ukrainian sector), development of mechanisms of electronic self-governance through information and communication technology (ICT).

It also established partnership with key development organisations working in the area of information and communication technology. As a result, the IRF, the World Bank Country Office in Ukraine and the Ukraine E-Development Association signed a memorandum of understanding, "ICT for NGO Development".

The objective of the IRF Education Programs is to provide regular and systemic impact on the national level in education sector, to secure a proactive position in this sphere, and to further the process of integrating the Ukrainian education system into the European and world educational context.

Culture Program

Share of the Total Grant Amount: 6,17 %.

The IRF Culture Program was founded in 1994 and since that time it has been actively promoting development of culture over the period of formation and establishment of an open and democratic society in Ukraine. The Program supported various art projects: international festivals, theater performances, visual art exhibitions, literary campaigns, conferences on topical issues of culture management etc.

In 2002, the Program made the important moves to involve independent experts and representatives of cultural communities into cooperation with public authorities and development of a balanced concept of cultural policy with due account of social, economic, and political reforms implemented in Ukraine.

The Program assisted on organization and conduct of the parliamentary hearings "Ukrainian Culture: Development Status and Prospects". It also backed preparation and publication of analytical report on legislative and financial support to the cultural sector, and the setup of the Public Council on Culture under the profile parliamentary committee.
